April 5th, 2000

 

The Hart County Board of Commissioners met April 5th, 2000 at 9:30 a.m. in the Hart County Administrative & Emergency Services Center.

 

Chairman Joel Moore presided with Commissioners Don Burdick, Harry Hannah and R. C. Oglesby in attendance. Also in attendance were County Administrator Gary Cobb, Public Works Director Rick Haney, and Legal Associate Kim Wilkerson.

 

Chairman Moore reported on the upcoming April 17th, 2000 DOT Public Hearing. Prior road striping was reviewed.

 

Chairman Moore reviewed his April 4th, 2000 meeting in Clarkesville with the new Federally Adopted Work Investment Act (WIA) which is presently being enacted in Georgia. There is much work to be accomplished and most of it falls to elected officials.

 

The County Administrator reported on his recent conversation with the Department of Revenue concerning the estimated cutoff date of the present SPLOST. It is estimated that the authorized $8.5 million will be collected in late June 2000. The law requires that the tax be removed the last day of the quarter i.e. June 30th, 2000. Because the estimated date is so close to the end of the quarter, the DOR said we could petition for an extension. The pros and cons of extending the tax were discussed. All commissioners felt the request should be made and directed the County Administrator to proceed.

 

Potential land sites for expansion of the recreation department was discussed.

 

Chairman Moore presented a proposal to resurface approximately 1 mile of roads in each commission district with SPLOST funds. The roads selected were from a master list prepared earlier. Motion by Commissioner Oglesby, seconded by Commissioner Burdick to resurface the roads per the above document dated April 4th, 2000. Motion passed 4 - 0.

 

Motion by Commissioner Oglesby, seconded by Commissioner Burdick that the roads be resurfaced in the District in the order: 3-1-2-4-5. Motion was amended (motion Commissioner Burdick, seconded by Commissioner Hannah) that order to be kept unless major obstacles occurred. Amendment and main motion passed 4 - 0.

 

There being no other business, the meeting was adjourned at 11:00 a.m.
