Hart County Board of Commissioners

The Hart County Board of Commissioners met August 21st, 2001 at 12 noon in the Hart County Administrative & Emergency Services Center.

 

Chairman R. C. Oglesby presided with Commissioners Randy Banister, Don Burdick and Joey Dorsey in attendance. Commissioner Ken Brown absent.

 

Chairman Oglesby called the meeting to order. Commissioner Burdick entered a motion to amend the agenda to include executive session to discuss potential litigation. Commissioner Banister provided a second to the motion. The motion carried unanimously.

 

1.                  FY2002 Budget Discussion

 

County Administrator Gary Cobb presented the FY02 budget and explained that the expenditures were in access of $489,000 over anticipated revenues.

 

After discussing the proposed general fund budget by department, Chairman Oglesby requested that all the capital items be placed on a spreadsheet to be discussed later.

 

Commissioner Burdick entered a motion announcing intent to increase the millage rate. Commissioner Dorsey provided a second to the motion. The motion carried unanimously.

 

2.                  Melody Farms Subdivision-Phase II

 

Public Works Director Jon Caime reported that the plat was in compliance with Chapter 46 Land Development Standards.

 

Commissioner Dorsey asked if the plat indicated county provided water or wells. Public Works Director Caime remarked that the plat indicated county provided water.

 

County Attorney Gordon explained that the developer has agreed to contribute $150,000 toward water line construction.

 

Commissioner Burdick remarked that the Water & Sewer Authority agreed to fund $100,000 toward the project from 1% SPLOST II funds.

 

Commissioner Burdick entered a motion to accept the Melody Farms Subdivision-Phase II plat. Commissioner Banister provided a second to the motion.

 

Jere Johnson remarked that if there were a slight increase over the $150,000 that the developer is to provide for water lines the Water Authority would come back to the board.

 

The motion carried unanimously.

 

Commissioner Burdick entered a motion to exit into executive session to discuss pending litigation as required by O.C.G.A. 50-14-2, 50-14-3 and 50-14-4(b). Commissioner Banister provided a second to the motion. The motion carried unanimously. The resolution and affidavit is recorded in the "2001-2002" minutes book.

 

With no further action taken during executive session, Commissioner Dorsey entered a motion to exit executive session. Commissioner Banister provided a second to the motion. The motion carried unanimously.

 

Commissioner Banister entered a motion to adjourn the meeting. Commissioner Burdick provided a second to the motion. The motion carried unanimously.
