The Hart County Board of Commissioners met December 11th, 2001 at 5:30 p.m. in the Hart County Administrative & Emergency Services Center.

 

Chairman R. C. Oglesby presided with Commissioners Randy Banister, Ken Brown, Don Burdick and Joey Dorsey in attendance.

 

Call to Order, Welcome, Moment of Silence

 

Chairman Oglesby called the meeting to order, welcomed those in attendance and called for a moment of silence.

 

Approve Agenda

 

Commissioner Burdick entered a motion to approve the meeting agenda and add item to New Business n. Rocky Point Subdivision. Commissioner Banister provided a second to the motion. The motion carried 5-0.

 

Approve Minutes of Previous Meeting(s)

            11/27/01, 12/04/01

 

Commissioner Dorsey entered a motion to approve the minutes of the meetings held November 27, 2001 and December 4, 2001. Commissioner Brown provided a second to the motion. The motion carried 5-0.

 

Remarks by Invited Guests, Committees, Authorities, Etc.

 

Chairman Oglesby presented Mayor Joan Saliba with a plaque for her years of service to the community.

County Administrator's Report

 

County Administrator Gary Cobb reported that he attended an Economic Development meeting in Helen Georgia that was very informative.

 

He also announced that the Christmas luncheon is scheduled for December 21st, 2001 at the Hartwell Elementary School Cafeteria at noon.

Commissioners' Reports

 

Commissioner Burdick reported that there are smart growth grants available through the Department of Community Affairs ranging from $5,000 to $40,000.

 

Commissioner Brown inquired about the status of the bridge on Fred King Road. Administrators Cobb reported that he and the Public Works Director have contacted the Army Corp of Engineers concerning the situation. He said the Corp has not responded as of this date.

a.                  Bid Opening - Pipe

 

The following sealed bids were received for pipe:

·        S.E. Culvert

·        Cherokee Culvert

·        S. E. Quality Svc.

·        Contech

 

Commissioner Burdick entered a motion to refer the bids to the County Administrator and Public Works Director to evaluate and make a recommendation to the board. Commissioner Brown provided a second to the motion. The motion carried 5-0.

 

Mayor Saliba thanked the board members and wished them the best of luck in the future.

 

b.                  General Fund Budget Amendment - Misdemeanor Probation Svcs

 

Commissioner Banister entered a motion to amend the revenues by $9,961.00              and the Misdemeanor Probation expenditures by $9,961.00.              .

 

Commissioner Brown provided a second to the motion. The motion carried 5-0.

 

c.                  Building Permit Ordinance Revision 

 

Administrator Cobb presented the 3rd reading of the Building Permit  Ordinance Revision.

 

Commissioner Dorsey entered a motion to approve and adopt the amended Building Permit Ordinance. Commissioner Burdick provided a second to the motion. The motion carried 5-0.

 

d.                  Almar Road

 

Administrators Cobb reported that the Department of Natural Resources has requested the county abandon Almar Road. He said that the road is not passable and it goes through the Management Wildlife Refuge.

 

Commissioner Banister entered a motion to direct the County Administrator and the County Attorney to proceed with the abandonment process. Commissioner Dorsey provided a second to the motion. The motion carried 5-0.

 

e.                  Regional Board Appointment 

 

Commissioner Burdick entered a motion to appoint Larry Poole to serve on the Regional Board. Commissioner Dorsey provided a second to the motion. The motion carried 5-0.

 

f.                    RC&D Council Appointments

 

Commissioner Brown entered a motion to re-appoint Kenneth Fleming and Darby Weldon to serve on the RC&D council. Commissioner Dorsey provided a second to the motion. The motion carried 5-0.

 

g.                  Recreation Advisory Board Appointments 

 

Commissioner Burdick entered a motion to appoint Alan Eppinger, re-appoint Pam Fleming, Julie Balliet and Bent Tucker to the Recreation Advisory Board. Commissioner Banister provided a second to the motion. The motion carried 5-0.

 

            h.         Board of Tax Assessors Appointments  

 

Commissioner Burdick entered a motion to appoint Randy Combs, Kenny Carter and re-appoint Nancy McKay to serve on the Board of Tax Assessors. Commissioner Banister provided a second to the motion. The motion carried 5-0.

 

            i.          Water & Sewer Authority Appointment                              

 

Commissioner Banister entered a motion to table the appointment. Commissioner Brown provided a second to the motion. The motion carried 5-0.

 

            j.          SPLOST II (Fire Dept) Budget Amendment  

 

Administrator Cobb reported that maintenance cost for the Fire Chief's truck is continuing to increase.

 

Chairman Oglesby entered a motion to amend the SPLOST II Fire Department budget by $20,000 to purchase a new truck. Commissioner Brown provided a second to the motion. The motion carried 5-0.

 

k.                  Beer & Wine Application/Suntan Jasani - DBA Rozy Investment 

 

Administrator Cobb reported that Mr. Jasani did not meet the sign requirement as per the Beer & Wine Ordinance. No action was taken.

Commissioner Burdick entered a motion to approve Beer & Wine License Renewals for Leon Farmer, Carol Haynes, Albert Milford, Ralph Rogers, Guy Tucker and Patricia West. Commissioner Brown provided a second to the motion. The motion carried 5-0.

 

Commissioner Brown entered a motion to have a called meeting December 20th, 2001 at 5:00 p.m. to review the following renewals since their advertisement were not run before the meeting:     

·        Diane Broome, Wanda Cordell, Eloise Curry, Daniel McGarity, Terrell Chapman, J. M. Milford

 

Commissioner Dorsey provided a second to the motion. The motion carried 5-0.

 

Commissioner Burdick entered a motion to require the beer and wine applicants that did not meet the advertisement requirements to attend the called meeting. Commissioner Banister provided a second to the motion. The motion did not carry, 2 - 3 opposed.

 

m.                Old Henry Church Road - School bus turn around 

 

Commissioner Dorsey entered a motion to provide gravel for a school bus turn around at the bridge, provided the Board of Education acquires the necessary right-of-way. Commissioner Burdick provided a second to the motion. The motion carried 5-0.

 

n.                  Rocky Point Subdivision

 

Chairman Oglesby provided a motion to approve the Rocky Point Subdivision pending EPD's approval of the water system. Commissioner Dorsey provided a second to the motion. Commissioner Burdick suggested that the developer check with the addressing department to make sure there was not a conflict with the name of the subdivision road name.  The motion carried 5-0.

 

 

Public Comment  

 

Clay Lominac presented an Emission Rate for power plants. He voiced his concerns at the proposed Enron Power Plant and health problems the emissions from the facility would cause.
