The Hart County Board of Commissioners met December 20th, 2001 at 12 noon for a called meeting.

 

Chairman R. C. Oglesby presided with Commissioners Randy Banister, Ken Brown, Don Burdick and Joey Dorsey in attendance.

 

Call to Order

 

Chairman Oglesby called the meeting to order.

 

Approve Agenda

 

Commissioner Burdick entered a motion to amend and approve the meeting agenda as follows:

            New Business

b.                  Road Dept Pipe Material Bid Recommendation

c.                  Road Dept Material & Hauling Bid Recommendation

d.                  General Fund Budget Amendment - Juvenile Justice Grant

e.                  General Fund Amendment - General Government Advertising

Commissioner Brown provided a second to the motion. The motion carried 5-0.

 

Reports By Constitutional Officers & Department Heads

a.                  Jon Caime PWD - Rec Park Plan Construction

 

Public Works Director Caime reported that using the Road Department personnel to grade the New Recreation Site would take 4-5 months to complete the first phase. He explained that to do the work the Road Department would have to have two additional pieces of equipment. Mr. Caime submitted several options for the board to consider.

 

The consensus of the board was for the Public Works Director to get prices for the equipment and for contracting the work out.

 

Old Business

a.                  Beer & Wine Renewals

Daniel Lee McGarity DBA Vanna Country Store

 

Commissioner Dorsey entered a motion to approve the beer & wine renewals for Diane Broome, Wanda Cordell and Daniel McGarity. Commissioner Brown provided a second to the motion. The motion carried 4-0.

 

The Commissioners discussed that in the future beer & wine applicants will have to submit their renewal application on or before November 15 each year as required by the county ordinance.

 

New Business

a.                  Beer & Wine Renewals

J. A. Milford/Dad’s II

Wilson Yeast/Wilson’s Hickory Crossing

 

Commissioner Brown entered a motion to approve the beer & wine renewals for J.A. Milford and Wilson Yeast. Commissioner Dorsey provided a second to the motion. 

 

Commissioner Banister voiced his concern that the county was issuing a beer & wine license to Dad’s II establishment, which was charged with commercial gambling  last year. County Attorney Walter Gordon explained that the owner has been charged with commercial gambling however; the case has not been heard in the court system.  The motion carried 3-2.

 

b.                  Road Department Pipe Material Bid Recommendation

 

Commissioner Banister entered a motion to award pipe material bid to SE Culvert except for  84” and 96” sizes, which are no bid. Commissioner Burdick provided a second to the motion. The motion carried 5-0.

 

c.                  Road Department Material & Hauling Bid Recommendation

 

Commissioner Burdick entered a motion to award hauling and material contract to Matal except for 24” stone to be awarded to John Hern Trucking. Commissioner Banister provided a second to the motion. The motion carried 5-0.

 

d.                  General Fund Amendment – Juvenile Justice Grant

 

Commissioner Burdick entered a motion to amend the General Fund Budget by adding a revenue for the Juvenile Justice Grant in the amount of $3,000 and adding an expense for professional services to the Juvenile Justice Department in the same amount. Commissioner Dorsey provided a second to the motion. The motion carried 5-0.

 

e.                  General Fund Amendment – General Government/Advertising

 

Commissioner Banister entered a motion to amend the General Government advertising budget to $12,000 and transferring the same amount from General Government dependent health insurance. Commissioner Burdick provided a second to the motion. The motion carried 5-0.

 

f.                    General Fund Budget Amendment – Contingency Account

 

Commissioner Burdick entered a motion to transfer $33,000 from General Government dependent health insurance to General Government Contingency Account. Commissioner Brown provided a second to the motion. The motion carried 4-1.

 

g.                  Liability Insurance

 

Commissioner Burdick entered a motion to renew the liability insurance with Franklin Insurance Agency on an interim basis and proceed to seek bids. Commissioner Banister provided a second to the motion.

 

Commissioner Dorsey remarked that he wanted to make sure the county would not be penalized for changing insurance carriers and would have continued coverage. The motion carried 5-0.

 

Executive Session

            Real Estate & Litigation

 

Commissioner Dorsey entered a motion to exit into executive session as required by O.C.G.A 50-14-2, 50-14-3 & 50-14-4(b) to discuss real estate and litigation matters. Commissioner Brown provided a second to the motion. The motion carried 5-0.

 

Adjournment

 

Commissioner Brown entered a motion to go out of Executive Session and adjourn the meeting. Commissioner Banister provided a second to the motion. The motion carried 5-0.
