The Hart County Board of Commissioners met December 4th, 2001 at 9:30 a.m. in the Hart County Administrative & Emergency Services Center.

 

Chairman R. C. Oglesby presided with Commissioners Randy Banister, Ken Brown, Don Burdick and Joey Dorsey in attendance.

 

Call to Order 

 

Chairman Oglesby called the meeting to order.

 

Commissioner Banister entered a motion to remove item 4 from the agenda, add Johnson Subdivision and approve the agenda. Commissioner Dorsey provided a second to the motion. The motion carried 5-0.

 

1.                  ARC Grant for Gateway Industrial Park Water Tower 

 

Kathleen Henderson, representing U.S. Department of Agriculture, explained the conditions the county must meet before the ARC will consider a $300,000 grant application to fund construction of a water tower at the Gateway Industrial Park. She said that the USDA would administer the grant.

 

Commissioner Burdick entered a motion to adopt the Grant Resolution and to authorize the Chairman to execute the document. Commissioner Dorsey provided a second to the motion. The motion carried 5-0.

 

2.         Second Reading of proposed changes to the Building Permit Ordinance

 

County Administrator Gary Cobb reviewed the proposed changes to the Building Permit Ordinance.

 

3.         Water Sewer Authority SPLOSTII Allocation Request

 

Executive Director Jere Johnson requested $450,000 in SPLOST II funds to solve pressure problems to the North and South Elementary School lines. He explained that a possible solution would be to utilize the water tank on Hwy 29S, install lines on Sunset Circle and install a meter point at the Industrial Park to eliminate backflow. He said the water tank has undergone inspection and is in good shape.

 

County Administrator Cobb reminded the board that the Water Authority would exhaust the full amount budgeted for fiscal year 2002.

 

Commissioner Banister entered a motion to approve the request to allocate $450,000 SPLOST II funds for the water project. Commissioner Brown provided a second to the motion. The motion carried 5-0.

 

4.         Johnson Subdivision

 

Commissioner Brown entered a motion to approve Johnson Subdivision request. Commissioner Dorsey provided a second to the motion. The motion carried 5-0.

 

Chairman Oglesby announced that the county has received the ISO fire rating of 6/9 for the unincorporated areas of the county. He congratulated the Fire Department for their commitment to serve the needs of the property owners.

 

Commissioner Burdick entered a motion to draft a resolution commending Mayor Joan Saliba for her years of service to the community. The motion failed from a lack of a second.

 

Commissioner Dorsey entered a motion to adjourn the meeting. Commissioner Brown provided a second to the motion. The motion carried 5-0.
