The Hart County Board of Commissioners met July 24th, 2001 at 7:00 p.m. in the Hart County Administrative & Emergency Services Center.

 

Chairman R. C. Oglesby presided with Commissioners Randy Banister, Ken Brown, Don Burdick and Joey Dorsey in attendance.

 

Call to Order, Welcome, Moment of Silence

 

Chairman Oglesby called the meeting to order, welcomed those in attendance and called for a moment of silence.

 

Approve Agenda

 

Commissioner Burdick entered a motion to remove New Business item c Ga Landfill Contract Amendment, replace with Budget Amendment/Sheriff's Dept. and add Invited Guests/Mendola & Associates report. Commissioner Dorsey provided a second to the motion. The motion carried unanimously.

 

Approve Minutes of Previous Meeting(s)

                        7/10, 7/11'01

 

Commissioner Banister entered a motion to approve the minutes of July 10th and July 11th, 2001. Commissioner Brown provided a second to the motion. The motion carried unanimously.

 

Remarks by Invited Guests, Committees, Authorities, Etc.

 

Dan Crumley representing Mendola & Associates reported that the industrial audit has been completed and the county should derive $230,000 in new tax revenues.

 

Reports By Constitutional Officers & Department Heads

 

County Attorney Walter Gordon announced the Water & Sewer Utility Authority will have a called meeting July 26th, 2001 for the purpose of opening sealed bids for construction of water lines to the two new school sites. He remarked that notices of the meeting was sent to the news media, posted at the courthouse and Water Authority' office.

 

Attorney Gordon also reported that Judge Sturble ruled that the court finds the plaintiff has caused the defendants unnecessary expense for attorney fees in the Take Back Georgia lawsuit. He said Judge Struble would decide what fees are appropriate in a hearing to be held in August.

 

County Administrator's Report

 

County Administrator Gary Cobb announced Public Works Director Jon Caime' first day of employment began July 16th, 2001.

 

Commissioners' Reports

 

Commissioner Burdick reported that himself Commissioners Brown and Dorsey, Road Superintendent Ronnie Dickerson and Representative Alan Powell met with Commissioner DOT Commissioner Coleman. He said they were able to acquire funding to resurface six county roads and funding for first time paving.

 

Old Business

a.                  Solid Waste Bag Bids

 

Commissioner Dorsey entered a motion to reject the single bid received on July 10, 2001 and to re-bid the project with a bid opening date of August 7th, 2001. Commissioner Burdick provided a second to the motion. The motion carried unanimously.

 

New Business

a.                  Bid opening-Literacy Center/Parking Lot

 

The following companies submitted sealed bids for the Literacy Center/Parking Lot project:

Commissioner Banister entered a motion to refer all bids to Architect Bill Howell and Public Works Director Jon Caime fo analysis and make a recommendation to the board at their August 14th, 2001 meeting. Commissioner Burdick provided a second to the motion. The motion carried unanimously.

 

b.                  Relay for Life Proclamation

 

Commissioner Dorsey entered a motion to adopt the "Relay for Life Proclamation". Commissioner Brown provided a second to the motion. The motion carried unanimously. The proclamation is recorded in the minutes book.

 

c.                  Budget Amendment/Sheriff's Dept.

 

Commissioner Burdick entered a motion to amend the Sheriff's Department budget capital expenditures by $3,600/bullet proof vests and the general fund revenue budget by $4,000/grant fund. Commissioner Banister provided a second to the motion. The motion carried unanimously.

 

d.                  Potter Subdivision

 

Commissioner Dorsey entered a motion to approve the subdivision request. Commissioner Brown provided a second to the motion. The motion carried unanimously.

 

e.                  Amendment to FY'00 Grading contract

 

Commissioner Burdick entered a motion to authorize a change order #1 removing Bent Creek Road from the grading contract with Ethridge Backhoe. Commissioner Dorsey provided a second to the motion. The motion carried unanimously.

 

f.                    Budget Amendment-Maintenance Shop

 

Commissioner Burdick entered a motion to amend the Maintenance Shop budget by transferring $1,500 from travel expense to maintenance buildings & grounds budget. Commissioner Brown provided a second to the motion. The motion carried unanimously.

 

g.                  Budget Amendment-Recreation Department

 

Commissioner Banister entered a motion to amend the Recreation Department capital budget by removing the playground project funded at $28,000 and adding the following projects that total $27,045: Bleachers, fence replacements, pebble peeler, small field utility vehicle, concrete for dugout floors. Commissioner Dorsey provided a second to the motion. The motion carried unanimously.

 

h.                    Amendment-Intergovernmental Contract (dated 12/1/00 financing Gateway)

 

Commissioner Banister entered a motion to amend the Intergovernmental Contract. Commissioner Dorsey provided a second to the motion. The motion carried unanimously. The contract is recorded in the "2001-2002" minutes book.

 

i.                    Resolution-DOT Grant

 

Commissioner Burdick entered a motion to adopt the DOT/Public Transit Resolution. Commissioner Dorsey provided a second to the motion. The motion carried unanimously.

 

j.                     Arcade Application-TJ's State Line II/Peggy Revis

 

County Administrator Cobb reported that the establishment was in business at the time the county adopted the Arcade Ordinance. However, the owner did not file an application for a license prior to October 19th, 2000. He said the plat does not meet distance requirements and the establishment was involved in an undercover operation and charged with felony gambling.

 

Commissioner Dorsey entered a motion to deny the application. Commissioner Banister provided a second to the motion. The motion carried unanimously.

 

k.                  Arcade Application-Lakeside Lottery/Freddie Cagle

 

County Administrator Cobb reported that the plat does not meet distance requirements and Mr. Cagle was involved in the undercover operation and charged with felony gambling.

 

Commissioner Banister entered a motion to deny the application. Commissioner Burdick provided a second to the motion. The motion carried unanimously.
