Hart County Board of Commissioners

The Hart County Board of Commissioners met June 12th, 2001 at 4:00 p.m. in the Hart County Administrative & Emergency Services Center.

 

Chairman R. C. Oglesby presided with Commissioners Randy Banister, Ken Brown, Don Burdick and Joey Dorsey in attendance.  Mayor Joan Saliba, Council members George Rooks, Matt Beasley and Sara Mayfield were also in attendance.

 

Chairman Oglesby called the meeting to order and turned the meeting over to the Downtown Development Authority.

 

Nancy Hardigree thanked everyone for being in attendance. She gave a brief history of the Downtown Development Master Plan. She reported that grant funds for Phase II was not approved.

 

Mary Alice Applegate gave out a handout of the Phase I Streetscape Improvements Project cost allocations.

 

The design engineer representing Robert & Company explained the unit pavers and benches/trash receptacles were deleted from the total cost of the project. He said the project would have a shortfall of $394,400.

 

After discussing the funding request from the DDA, Commissioner Burdick entered a motion that the county fund $100,000 contingent on the City of Hartwell's commitment to a) pay for the $71,000 storm water (item G), b) commit to an additional $123,400 cash. Commissioner Banister provided a second to the motion.

 

Commissioner Dorsey voiced his concern that they were making a hasty decision and asked if the DDA could provide a further breakdown of item H cost allocation of $416,000.

 

Commissioner Banister remarked that the board was stretching to commit to $100,000, adding that the funds will be taken from some other project.

 

Mary Alice Applegate remarked that the governing authorities are ignoring that the project is an investment, which will produce income.

 

Chairman Oglesby called for the vote. The vote passed 3-2, Commissioners Brown and Dorsey voting against funding the project. 

 

Commissioner Burdick entered a motion to adjourn the meeting. Commissioner Brown provided a second to the motion. The motion carried unanimously.
