The Hart County Board of Commissioners met October 9th, 2001 at 5:30 p.m. in the Hart County Administrative & Emergency Services Center.

 

Chairman R. C. Oglesby presided with Commissioners Randy Banister and Joey Dorsey in attendance.  Commissioners Ken Brown and Don Burdick absent.

 

Call to Order, Welcome, Moment of Silence

 

Chairman Oglesby called the meeting to order, welcomed those in attendance and called for a moment of silence.

 

Approve Agenda

 

Commissioners Dorsey entered a motion to amend and approve the agenda as follows:Approve minutes 9-24-01 meeting

Commissioner Banister provided a second to the motion. The motion carried 3-0.

 

Approve Minutes of Previous Meeting(s)

            09-25-01, 10-3-01

 

Commissioner Dorsey entered a motion to approve the minutes of the meetings held September 24th, 25th and October 3rd, 2001. Commissioner Banister provided a second to the motion. The motion carried unanimously.

County Administrator's Report

 

County Administrator Gary Cobb reported that he represented Hart County at the ACCG Fall meeting in Atlanta October 2nd and 3rd. He announced that Commissioner Burdick was awarded a Certificate of Recognition for completing the Commissioners Training Program. He also reported that he attended the dedication service for the Domestic Violence Shelter at the Lutheran Church October 5th.

Commissioners' Reports

 

Commissioner Banister remarked that the board would address the sick leave pay plan. He also remarked that agenda items should be known by Friday in time to meet the deadline to submit it to the public.

 

Commissioner Dorsey reported that he attended a Public Hearing in Franklin County October 8th concerning dumping of human waste. Commissioner Dorsey entered a motion to enact a moratorium for issuance of permits for a site for human waste disposal until further study. Commissioner Banister provided a second to the motion. The motion carried 3-0.

 

Old Business

 

a.                  Dental Insurance Vendor Selection

 

County Administrator Gary Cobb reported that the Dental Plan is a voluntary employee plan under Section 125 and that the rates quoted are good for twenty-four months.

 

Commissioner Banister entered a motion to award Franklin Insurance Co/Protective Life the bid. Commissioner Dorsey provided a second to the motion. The motion carried 3-0.

 

New Business

 

a.                  Lighting of the Square - DDA

 

Commissioner Dorsey entered a motion to allow the Downtown Development Authority permission to use the courthouse lawn for the Christmas tree lighting November 20th. Commissioner Banister provided a second to the motion. The motion carried 3-0.

 

            b.         Hart County Transit Policy  

 

Commissioner Dorsey entered a motion to expand the Transit System area to include Lavonia and Royston for a ninety-day trial basis for doctor visits. Commissioner Banister provided a second to the motion. The motion carried 3-0.

 

            c.         Road Acceptance

                        Wren Road, Heath Cove, Heathwood Circle   

 

Chairman Oglesby entered a motion to table the roads until further review. Commissioner Banister provided a second to the motion. The motion carried 3-0.

 

            d.         Vanna Road    

 

Public Works Director Jon Caime presented several options for improving Vanna Road as follows:          

#1        Rebuild Road - County Perform All Work               $234,291                                #2       Rebuild Road - Outside hauling                                 $302,389

#3        Tar & Gravel   - County Perform All Work   $  56,667                   

#4        Pave Road      - County Perform All Work $148,534(limited patching)

 

The above figures were cost for materials from 1%SPLOSTII funds.

 

Commissioner Dorsey voiced his concerns about Vanna Road and requested asphalt instead of tar and gravel on the road.

 

Commissioner Banister asked Public Works Director Jon Caime the life expectancy of tar & gravel. Public Works Director Caime responded that four to six years at a maximum.

 

Chairman Oglesby entered a motion to proceed with Option #2 if the DOT will participate in the project. Commissioner Dorsey provided a second to the motion.

 

County Administrator Cobb reported that the 1%SPLOSTII funds have already been allocated and there would not be enough revenues to pay all the expenditures unless the board removes some other road projects from the list.

 

Virgil Ayers reported that he had a petition of at least seventy-four signatures that are dissatisfied with Vanna Road. He said the road was paved in the 60's and has been resurfaced one time in forty years. He asked that the board take action and budget the funds necessary to repair the road.

 

The vote to proceed with Option #2 carried 3-0.

 

e.                  Bid Opening - Engineering Services for new Rec Park

 

The following firms submitted bids for Engineering Services:

3.                  Eberly & Associates

4.                  Robert & Company

5.                  Goldie & Associates

 

Commissioner Banister entered a motion to defer the bids to the County Administrator, Public Works Director and Recreation Director for review. Commissioner Dorsey provided a second to the motion. The motion carried 3-0.

 

f.                    Cochran Subdivision

 

Commissioner Banister entered a motion to approve Cochran Subdivision. Commissioner Dorsey provided a second to the motion. The motion carried 3-0.

 

g.                  Greenspace Grant Program

 

Public Works Director Caime reported that Hart County is eligible for $117,000 grant through the Greenspace Program.

 

Chairman Oglesby entered a motion to proceed with a public hearing November 13th, 2001. Commissioner Dorsey provided a second to the motion. The motion carried 3-0.

 

h.                  Temporary Use of Recreation Building by Ga. State Patrol for Drivers License

 

County Administrator Cobb reported that the State Patrol would not be able to use the National Guard Armory due to security issues.

 

Commissioner Banister entered a motion to allow the State Patrol temporary use of the Recreation Building on the 2nd Tuesday and Wednesday from 9:00 a.m. to 4:30 p.m. Commissioner Dorsey provided a second to the motion. The motion carried 3-0.

 

Public Comment  

 

a.                  Virgil Ayers - Roads

 

Mr. Ayers did not have anything to report.  

 

There was a question asked about construction work on Harry Hannah Lane. County Administrator Cobb responded that it is not on the county's road project list.

 

Chairman Oglesby directed the County Administrator to get with City Manager Phil Hertz about Harry Hannah Lane.
