The Hart County Board of Commissioners met September 11th, 2001 at 5:30 p.m. in the Hart County Administrative & Emergency Services Center.

 

Chairman R. C. Oglesby presided with Commissioners Randy Banister, Ken Brown and Don Burdick in attendance. Commissioner Dorsey absent.

 

Call to Order, Welcome, Moment of Silence

 

Chairman Oglesby called the meeting to order, welcomed those in attendance and called for a moment of silence.

 

Approve Minutes of Previous Meeting(s)

            08-28-01, 08-30-01

 

Commissioner Burdick entered a motion to approve the minutes of the meetings held August 28th, and August 30th, 2001. Commissioner Banister provided a second to the motion. The motion carried 4-0.

 

Remarks by Invited Guests, Committees, Authorities

None

 

Reports by Constitutional Officers & Department Heads

 

County Attorney Walter Gordon reported that the State law to ban video arcade machines would have an affect on the lawsuit filed by Freddie Cagle.

 

County Administrator’s Report

 

County Administrator Gary Cobb reported that he attended a pre-construction conference for the Adult Literacy Council facility. He stated construction is tentatively scheduled to begin September 17th, 2001.

 

Old Business

a.                   Library Board Appointment

 

Commissioner Banister entered a motion to remove the item from the table. Commissioner Brown provided a second to the motion. The motion carried 4-0.

 

Commissioner Banister entered a motion to appoint Morene Sokol to serve on the Library Board. Commissioner Brown provided a second to the motion. The motion carried 4-0.

 

New Business

 

a.                   Bid opening – Health Insurance

 

The following companies submitted bids for employee Health Insurance coverage:

·        Skelton Morris & Associates

·        Franklin Insurance Agency

·        Barbara Brooks

·        ACCG Blue Cross/Blue Shield of Georgia

 

Commissioner Burdick entered a motion to refer the bids to the County Administrator for review and recommendation. Commissioner Brown provided a second to the motion. The motion carried 4-0.

 

b.                  Bid opening – Tub Grinding Service

 

The following companies submitted bids for Tub Grinding Service:

·        Conkels Tree Service Inc

·        Consolidated

·        Waste Not

 

Commissioner Burdick entered a motion to refer the bids to the Public Works Director and the County Administrator to review and make a recommendation. Commissioner Banister provided a second to the motion. The motion carried 4-0.

 

c.                   Lee O’Brian Subdivision

 

Commissioner Banister entered a motion to table Mr. O’Brian’s Subdivision request until further review of the Public Works Director. Commissioner Brown provided a second to the motion. The motion carried 4-0.

 

d.                  Misc FY’02 Fund Budgets

 

County Administrator Cobb presented a brief review of the following FY’02 budgets:

·        Drug Abuse Treatment & Education Fund

·        Education Fund

·        Insurance Premium Tax Fund

·        10% Jail Surcharge

·        E911

·        DFACS

·        Victim Assistance

·        CDBG/Literacy/Domestic Violence Shelter

·        CDBG/Behavioral Health Center

·        Gateway Grant

·        SPLOST I

·        SPLOST II

·        Solid Waste & Recycling

 

e.                   Public Hearing – Proposed Tax Increase & FY’02 General Fund Budget

 

County Administrator Cobb explained that the reason for the proposed tax increase was due to items that are not currently part of the county’s operating budget such as state mandated increases for the Constitutional Officers, sick leave pay and dependent medical coverage.

 

Virgil Ayers questioned the proposed 1%LOST revenues of $1,500,000. County Administrator Cobb explained that the 1%LOST to reduce property taxes is shared with the municipalities within the county based on population.

 

Commissioner Burdick remarked that the economy would have an impact on the 1%LOST revenues.

 

Mr. Ayers remarked about the number of sick days that county employees would receive compensation for. Chairman Oglesby reported that the Commissioners would revisit the current sick leave policy.

 

Mr. Ayers questioned the Transit System revenues being less than anticipated. He remarked that one of the vans is parked in Franklin County after hours. He also remarked about the county’s contribution to the Animal Shelter.

 

A county resident questioned why the county does not receive baseball revenues. Chairman Oglesby explained that Little League is in charge of baseball.

 

City Manager Phil Hertz asked if the City would receive any 1%SPLOST II funds as a revenue source for FY’02. County Attorney Gordon explained that the $759,000 granted to the City doesn’t exist currently. Therefore, the funds will be allocated during the five-year period that the tax is in effect.

 

Mr. Hertz also asked if the county would support the Sheriff’s Department with revenues for the D.A.R.E. Program. He remarked that the City would provide an officer for the program at a cost of $3,500 per school for materials.

 

Public Comment

 

Mrs. Barbara Kelly voiced her opinion on the county buying back-unused sick leave from county employees. She also remarked that the board should consider an animal license fee to offset the Animal Shelter’s budget.

 

A county resident remarked that there is a relaxed atmosphere in some county offices and he did not feel it would not be reasonable to ask Department Heads to decrease their budgets by 10%.

 

            g.         Public Hearing Misc. FY’02 Budgets

 

 

Joel Moore asked about the General Fund if the Misdemeanor Probation is self-supportive and why it is not set up in the Miscellaneous Budgets.
