Chairman Oglesby called the meeting to order at 6:00 p.m. Present were Commissioners Brown, Burdick, Banister, Dorsey and Oglesby. Also present were Robert Rider (Hartwell Sun), Gary Cobb, Joe Cooper and Hollis Hughes.

 

County Administrator Gary Cobb presented his analysis of the bids received on September 11, 2001 for medical coverage. Also present were the results of subsequent negotiations with Franklin Insurance and Blue Cross Blue Shield. The Administrator's recommendation was to award the business to Franklin Insurance. In the end there was a $16.44/month/employee difference in the bids. This represents approximately $23,000 on an annual basis. There was discussion on this matter between the Board members. Franklin Insurance Company representative responded to questions. The Administrator was directed to place the matter on the agenda. Dental Insurance was also discussed. The Board agreed to offer the coverage on a voluntary basis. Two vendors have submitted proposals. They will be evaluated. Employee contribution for dependent coverage would be handled on an IRS Section 125 basis.

 

The County Administrator asked the BOC to review changes to the FY'02 Road Program to bring its cost in line with projected revenues. Many suggestions were made and discussed. It was suggested that Vanna Road be treated with Tar and Gravel. Commissioner Dorsey disagreed with this method. He stated that Vanna Road was previously on the Asphalt Contract List.

 

The 2002 LARP List was presented and discussed. After exploring several alternatives, it was directed that the list be placed on the agenda.

 

The last topic discussed was amending the 2001 Bushhog Contract to include the six (6) Hart County Watersheds. A price of $500 per watershed had been offered by our present vendor. The Administrator was directed to place the matter on the agenda.

 

Motion by Commissioner Brown, second by Commissioner Dorsey that the meeting be adjourned. Vote 5-0, time 7:50 p.m.
