The Hart County Board of Commissioners met March 13th, 2003 at 6:00 p.m. in the Hart County Administrative & Emergency Services Center.

 

Chairman Randy Banister presided with Commissioners R. C. Oglesby, Dan Reyen, Ricky Carter and Joey Dorsey in attendance.  Also present were the members of the Board of Education, Nancy Clark, Lonnie Burns, Jeff Schenck (Hartwell Sun), Jon Caime, Walter Gordon, Gary Cobb and seven citizens.

 

Chairman Banister opened the meeting, welcomed everyone and offered a prayer.

 

Commissioner Oglesby motioned that the agenda be amended by adding two topics: The Bushhog Contract and the Bowersville Park. Commissioner Carter provided a second to the motion. Vote 5-0.

 

Chairman Banister introduced the Redistricting topic. Walter Gordon reviewed the progress that has been made and elaborated on Plan 3.1. From Plan 3.1, two additional plans have been recommended, known as 3.2 and 3.3. These plans address the different concerns of Commissioners Carter and Dorsey. After further discussion between members of both boards, there was no consensus for going with either 3.2 or 3.3.

 

Motion by Commissioner Dorsey to adopt Plan 3.1 with additional changes at the end of North Forest (about 60 people from District 2 to District 3). Commissioner Oglesby provided a second. Commissioner Carter and Dorsey discussed their reasons for their concern about Plans 3.2 and 3.3. Further discussion between members of both boards. Based on this discussion, Commissioner Dorsey moved to amend his motion by adding people from Plan 3.1 District 3 to District 4 in the Honeysuckle Road area. Commissioner Oglesby seconded amendment. Vote 5-0.

 

Floor given to BOE Chair Gwen Eppinger. She called for a motion of her board. Motion by BOE member Harris, second by BOE member Beggs to adopt Plan 3.1 with the same two modifications adopted by the BOC. Vote 5-0.

 

Combined vote on the matter of redistricting to Plan 3.1 with two modifications was 10-0. Chairman Banister was directed to contact the State Reapportionment Office and procure maps showing the adopted districts. The plan was designated Plan 3.1a.

 

·        Bushhog Contract  

 

Motion by Commissioner Dorsey, 2nd by Commissioner Oglesby to remove Bushhog Contract from the table. Vote 5-0.

 

Representatives from Smith Tree and Stump and R&R were present. They were questioned about their available equipment and insurance. The question of whether the BOC could consider the Smith bid because of the county's purchasing policy was discussed. Jon Caime's memo on chemical treatment to control growth that was submitted was discussed. Mr. Caime suggested that the best course might be to discard all bids and rebid.

 

Motion by Commissioner Dorsey, 2nd by Commissioner Oglesby to award the Bushhog Contract to R&R, the next lowest bidder behind Smith's Tree and Stump Removal. After further discussion the vote was 4-1 with Commissioner Reyen voting no.

 

·        Bowersville Park 

Mayor Bailey had met with Commissioner Oglesby and PWD Caime to discuss their new park and to request county assistance. Mr. Caime prepared cost estimates for the request. The memo was distributed on March 13, 2003. Motion by Commissioner Oglesby, 2nd by Commissioner Dorsey to provide $2,300 of gravel for the project. Chairman Banister expressed his concern about the lack of time to consider the request and the fact this project was not in our 2003 Roads Plan. After further discussion, Commissioner Oglesby withdrew his motion.

 

Motion by Commissioner Oglesby, 2nd by Commissioner Reyen to adjourn. Vote 5-0.
