Public Hearing Proposed FY’05 Budget

The Hart County Board of Commissioners met September 24th, 2004 at 5:30 p.m. in the Hart County Administrative & Emergency Services Center.

 

Chairman Daniel Reyen presided with Commissioners R C Oglesby, Randy Banister, Ricky Carter and Joey Dorsey in attendance.

 

Chairman Reyen called the meeting to order and turned the floor over to County Administrator Jon Caime.

 

Downtown Development Authority member Alan Johnson requested the Commissioners reinstate their $8,000 funding request for 2005. Mr. Johnson reported that a large part of their funding goes toward advertising and working with the Chamber of Commerce to promote the area.

 

Commissioner Carter voiced his concern about the high maintenance landscaping that have been planted on the square as part of Phase I streetscape project.

 

Chairman Reyen remarked that he had been in favor of supporting the DDA until the county had to pay $6,500 to remove four trees from the square due to poor planning during the construction phase.

 

Commissioner Dorsey stated that issues have not been addressed and he is willing to review the issues and consider the funding request.

 

Commissioner Oglesby said that the county promised to assist the downtown development and entertained a motion to table the issue until a later date.

 

Commissioner Carter urged the Commissioners to sit down with the DDA and resolve some of the issues.

 

Commissioner Dorsey provided a second to the motion. The motion carried 5-0.

 

Administrator Caime reported that the Recreation Department budget will increase in operation and maintenance due to the new facility however this increase has not yet been included because the facility is several months away from completion. He also reported that all the departmental education and training line items have been moved to the “Education Fund” this year so that this fund can be liquidated, therefore there is a reduction in the General Fund budget.

 

Commissioner Carter stated that the county needs a policy to justify the “dues” line item expenses.

 

Commissioner Banister said the dues proposed in the upcoming budget year are at the same funding level as 2004.

 

The Commissioners agreed to meet October 7th, 2004 at 12 noon to formally adopt the FY’05 budgets.

 

Commissioner Dorsey entertained a motion to adjourn the public hearing. Commissioner Oglesby provided a second to the motion. The motion carried 5-0.
